Why childcare churn raises safety risks
More than half of child care jobs in 2022-23 lasted under a year, and for-profit centres had far more enforcement actions.
The report says childcare is unusually unstable. In 2022-23, 52.4 per cent of child care service jobs lasted less than a year, more than double the rate in schools.
Centre ownership also changes often, especially in for-profit services. The authors say that churn can weaken quality and safety.
