Nigerian ran fake agency from inside government building

Adeniyi Adeyemi Matthew pretended to be the director of a government agency called PFIPC. This agency did not officially exist. He worked from Nigeria's Federal Secretariat and met with ministers. He got the agency a budget of 1.3 billion naira.
