NT public servant ran NDIS provider while overseeing disability referrals
An NT public servant ran a private NDIS provider. This role could influence disability referrals to clients.
Kudzai Mutsunge held senior positions in the NT Department of Children and Families. Mutsunge also ran Life Aspects, an NDIS provider, for nearly three years.
Mutsunge also owned 50 per cent of the parent company for 15 months. The department looks after more than 300 children with active NDIS plans.
Mutsunge wound up her business interests in February 2026. This was one week before a complaint reached the NDIS regulator.
A second complaint came from an Alice Springs disability advocacy group in August. The department has referred the matter to an internal integrity review.
Mutsunge quit the department in September and declined to comment on the conflict allegations.
