Police union calls for parole reform after man allegedly shoots teen
A man shot a teenager last weekend. He had been out on parole for only five and a half months.
Reece Anthony Salcedo is 29 years old. Last weekend, he allegedly fired a gun at a vehicle.
Salcedo hit a teenage passenger. Salcedo had been out on parole for just five and a half months.
Ten years earlier, Salcedo was 19 years old. He received a 10-year jail sentence for a violent home invasion.
A 13-year-old girl was shot in that crime. Australian Federal Police Association president Alex Caruana told the Canberra Times that penalties are too weak.
They don't stop repeat offending. He called for an independent review of how serious and violent offenders are managed, including parole decisions.
Caruana said ACT police members told him that 90 per cent of crimes are committed by one per cent of the community.
Why it mattersIf Salcedo's case shows parole system failures, other people could face preventable harm. Repeat offenders could remain at large.
AustraliaThe case raises urgent questions about parole practices in the ACT and whether the current system adequately protects the public from repeat violent offenders.
