China restricts exports of 23 AI technologies to counter US
Export controls cover deployed models but exclude cloud-based platforms, creating a major loophole.
China's commerce ministry on Friday proposed restrictions on exporting 23 artificial intelligence technologies. These include AI models, AI agents and computing clusters.
The move aims to prevent other countries from accessing tools Beijing views as vital to national security and its competition with the United States. The restrictions cover AI models deployed overseas that contain restricted technology, but exclude cloud-based access through APIs, websites, apps and software-as-a-service platforms.
This means international companies and researchers could still use these systems remotely without triggering the restrictions.
