Ukraine targets Russian refineries as Moscow escalates civilian attacks

Russia issued a new plan to attack civilians ahead of winter. Ukraine will strike oil refineries instead.

Ukraine's intelligence found documents showing that Russia's leader Vladimir Putin ordered a new military plan. The plan targets civilian areas across the country before winter arrives.

The targets include roads, schools, hospitals, and infrastructure in cities and villages. In response, President Volodymyr Zelenskyy said Ukraine will increase attacks on Russian oil refineries.

Ukraine will not target civilian infrastructure. The Ukrainian counteroffensive called Vivaldi has recaptured about 140 square kilometres of territory in the Donbas region.

Russia says it must control Donbas entirely to consider any peace deal. Zelenskyy said he would welcome peace talks with Putin at the G20 summit in Miami in December.

He has not seen any sign Russia wants to end the conflict or limit attacks on energy infrastructure.
