Tasmania ranks second-lowest for speeding fines amid push for tougher road penalties

Blanket increases are unfair given cost-of-living pressures. Transport and Infrastructure Minister Kerry Vincent stresses driver education over penalties.

He says teaching safety habits to young drivers offers long-term change.
