At least 84 people remain missing, and more than 80 survived. All of the survivors are Ethiopian nationals, the IOM said.
The boat was heading from Djibouti to Yemen when it capsized on Thursday night or Friday morning. This is one of the deadliest shipwrecks yet on the route from the Horn of Africa to the Arabian Peninsula.
Over 900 migrants died or went missing on the route last year, according to the IOM's Missing Migrants Project. IOM Director General Amy Pope said governments and donors should act before the next boat goes down.
