Hurricane Polo struck Mexico's Baja California Peninsula near Las Barrancas on Tuesday. The storm had sustained winds of around 175 km/h.
Before the storm made landfall, it killed at least two people in the western state of Jalisco. Three others were reported missing.
Heavy rainfall and landslides caused severe damage in the region. The US National Hurricane Centre said Polo would weaken as it crossed the peninsula from west to east.
It would reach the Mexican mainland by Tuesday morning in a weakened state. The storm had peaked as a Category 5 hurricane off Mexico's Pacific coast before dropping to Category 2.
Further flooding is forecast for Baja California Sur and Sonora.
