Ms Benson will meet NSW Local Government Minister Ron Hoenig this week to push for change. Coroner's inquiries into fatal dog attacks have made strong recommendations.
These call for tougher penalties and better awareness. Yet little has changed, the family says.
Ms Benson reviewed coroner's findings since 2019. She found that recommendations made before Annalyse's death could have stopped it.
NSW councils recorded 1,116 dog attacks between October and December 2025, with 77 causing hospitalisation. The state government is now reviewing the Companion Animals Act to strengthen owner rules, licensing and penalties.
